Fugitive of the Week, Elwin Albert Moses, In Custody
Concord, NH – The New Hampshire Department of Corrections announces that Elwin Albert Moses, 65, previously wanted as a Fugitive from Justice, has been apprehended in Vermont.
Moses was previously featured as the Fugitive of the Week on September 13, 2023. He was wanted for parole violations stemming from underlying convictions for Aggravated Felonious Sexual Assault.
The Belknap County Sheriff’s Office received a tip that Moses was living in a tent on the side of the road in Concord, VT. They then reached out to Concord, VT Police Department, which assisted in coordinating his apprehension.
On March 11, 2025, at approximately 2:40 p.m., Troopers from the St. Johnsbury Barracks, in coordination with the Essex County Sheriff's Department, located Moses on Long Hill Road in Concord, VT. Moses, 65, had an active extraditable warrant from New Hampshire for multiple parole violations dating back to 2022 and 2023.
Upon contact with law enforcement, Moses attempted to evade identification by providing a false name. Despite his efforts, he was taken into custody and transported to the St. Johnsbury Barracks for processing.
Moses is being held without bail following today’s hearing to allow time for arranging transportation back to the New Hampshire State Prison for Men.
The Fugitive of the Week program, launched in March 2023, continues to be an essential tool for sharing information about individuals wanted on active warrants. Through this initiative, the Department of Corrections collaborates with the New Hampshire Information and Analysis Center, law enforcement agencies, and the public to enhance public safety and ensure fugitives are brought to justice.
